Hi Karen,
Bundles are only available when a particular provider (like TPG) has deemed it cost effective to set up their own network equipment at your local exchange. Then they're not paying Telstra Wholesale a fee for service, and can afford to pass on cheaper prices to you.
Many exchanges, such as Lobethal (where my records indicate you're connected to) are too small for most cheaper providers. Because there aren't enough potential subscribers, they can't afford the investment to set their network there. They can only re-sell existing Telstra connections, at similar prices to Telstra's own retail offerings.
Your best bet for a good value, re-sold Telstra connection would be Club Telco on 1300 138 155 (for large plans) or Internode on 1300 106 571 (for smaller plans that offer great customer service).
Thanks,
Adam
