Must be reliable service and Australian based especially for support. Consider set up costs also please.

There are a few Internet Service Providers (ISPs) who meet your needs and should be able to provide ADSL2+ and home phone services in Coffs Harbour. Set up costs depend on the contract length and are usually lower (or even free) if you select a longer contract.
The best plan depends on how much data you need, as prices vary. I suggest giving these providers a call and checking which plans would best suit your needs and whether they can provide a service in your area before making a decision.
iiNet (1300 106 571) is an ISP with Australian-based support and a great reputation for customer service. Bundle plans start from $29.95 for 20GB (split 10GB on peak, 10GB off peak) plus $29.95 a month for line rental. If you want to add on a VoIP plan, which would give you free local and national calls, iiNet offers VoIP for an additional $9.95 a month.
I don't know if you have a modem already, but iiNet offers the innovative BoB or BoB Lite modem exclusively to customers. BoB is WiFi and VoIP enabled.
You should also give Westnet (1300 768 134) a call. Westnet is also Australian based, has fantastic customer service and has similar bundle deals to iiNet.
iPrimus is another great Australian-based ISP offering internet, home phone and VoIP plans. You can give iPrimus a call on 1300 137 794. iPrimus has a starter bundle plan with 40GB available (20GB on peak and 20GB off peak) for $29.95 a month, plus line rental of $29.95.
Finally SpinTel has all of its customer service centres onshore in Australia and offers free set-up on a 12-month plan. Plans range from $19.95 plus line rental, which ranges from $29.95 to $89.95, depending on whether you want to include some free calls. Spin will also allow you to add on a VoIP plans if you want.
